add a station

• please do not add stations unless you've been invited to do so or you know exactly what you're doing.
• propuid must be a unique number between 1 and 32000. find a propuid that's not used.
• host_name should be less than 20 characters for it to be readable on the dec's display.
• description doesn't really matter, its only for other people to read on this web site
• meta_url needs to be the url to the audio stream. This is NOT the url to the website. If you don't know the stream url, don't add the station.
• bitrate needs to be the bitrate of the audio stream. If you don't know, don't add the station please.
• category needs to a single number, the category number of the station.
• TEST your station after you add it.

• if you need to delete a station because you screwed up or you know of a dead station, please let me know and I'll delete it.
